ASSIGNMENT DURATION
From September 2010, 2 years + option for 1 additional year, for a period covering the preparation of the activities of a Metro Line in India (12 km, 550 employees), the successful launch of commercial operation and the smooth operation after Commercial Operating Date (COD) which is to take place end of 2011 (subject to changes as according to the implementation schedule of the project).
JOB PURPOSE
• Managing the local company : technical aspects (operation, maintenance, safety), commercial aspects (sales and marketing), HR aspects (hiring and training) and finance and admin aspects
• Setting up an organization and services of very high standards of safety, quality and efficiency, importing the international best practices while taking into account the local conditions
• Maintaining a close and durable partnership with the Indian client.
• Paving the way for the activities of a second metro line (33 km, 1,500 employees, COD planned end of 2015) and the joint operation of both lines under the same management team
JOB FUNCTIONS / RESPONSABILITIES
• The “typical” functions and responsibilities of a Managing Director
• The specifics are also the management of an Agreement on a costs + fee basis requiring a cost-saving and full transparency approach with the Indian Client
• The good relationship with the minority partner and the management of the Shareholders’ Agreement
• The relationship with the public authorities
• The reporting to the headquarters in France and the technical coordination with the engineers in France • The management of two expatriates, the Director Operation and the Director Maintenance
• The transfer of experience, know-how and best practices in relation with the setting up of a greenfield metro operation
QUALIFICATIONS, EXPERIENCE AND SKILLS
Professional
• At least 15 to 20-year work experience, including at Director level
• Preferably experience in start-up of new metro or railway operation including hiring and training of operating staff, drafting of operating and safety procedures and manuals, testing, commissioning and empty trial running
• Or alternatively experience in managing a metro or railway operating company at Managing Director level
Personal
• A genuine interest in the transmission of his / her experience and know-how to the management team of the local employees • Team player with excellent interpersonal skills with people at all levels, internally and externally
• Some flexibility to understand and take into account the local conditions
• Excellent oral and written communication and presentation skills
• Fluency in English • Good computer skills for standard office applications
• Experience in living and working in a developing country
• Last but not least, a genuine interest for India and a “boy-scout attitude” given the rather difficult local conditions
